Robin Howes trained as a Building Surveyor in the Building Regulations Division of the Greater London Council.
He worked in both Hampstead and Kensington as an Assistant District Surveyor before moving to the Buildings Ordinance Office, Hong Kong in 1975.
He Served as the Chief Officer in the Office of the Licensing Authority, Home Affairs Department, for the Government of Hong Kong from 1991 until 1996. He was responsible for running the operational multi-disciplined office comprising seconded Building Department and Fire Services personnel.
